Which type of NOTAM carries regulatory information such as temporary flight restrictions and amendments to instrument procedures?

Flight Data Center (FDC) NOTAMs are regulatory in nature — TFRs, airspace restrictions, and changes to charts and instrument procedures all travel as FDC NOTAMs, which is why a remote pilot's TFR check is really an FDC NOTAM check. NOTAM (D) information covers the status of airports and navigational facilities, not regulatory restrictions. A pointer NOTAM merely highlights or points to another NOTAM. Military NOTAMs concern military airfields and are not the vehicle for civil regulatory restrictions.
