TLC study guide: the ten topics and where the TLC publishes them

The TLC publishes its own free study guide and practice exams. [TLC licensing education] The guide lists ten topics the exam tests. [TLC study guide] This page lists them and says where the TLC puts the rules behind them.

The ten topics

  1. Government
  2. Licensing
  3. Vehicle Requirements
  4. Operations: Passenger Solicitation
  5. Operations: Customer Service and Service Refusal
  6. Accessible Dispatch Rules
  7. Comply with Laws: Proper Conduct
  8. Complying with Laws: Vision Zero & Safety

The rules behind the guide

The guide points to two chapters of the TLC Rules. Chapter 80 has the rules for drivers of yellow medallion taxis, green street-hail liveries and for-hire vehicles, including livery, black car and luxury limousine. Chapter 53 is the Accessible Dispatch Rules, which explain what drivers must do when operating wheelchair accessible vehicles. [TLC study guide]

The free guide and where to get it

The English guide’s cover is dated May 2019. It describes the exam as a licensing requirement that helps prepare you to do the job of driving for hire. [TLC study guide] Read it together with the Rules chapters above, which the TLC publishes as separate documents.

Geography

New York City Geography is the tenth topic. [TLC study guide] At the test center PSI provides a Geographia NYC Five Borough Street Atlas and a Manhattan Address Key, [PSI candidate bulletin] and a failing applicant’s report names weak topics such as geography. [PSI candidate bulletin]
