14 CFR 65.91(c) requires the applicant to hold a currently effective mechanic certificate with BOTH Airframe and Powerplant ratings, to have held that certificate for at least 3 years, to have been actively engaged in maintaining certificated aircraft during the 2 years before application, to have a fixed base of operation and required equipment/data, and to pass a written test. A single rating, a 5-year requirement, and a repairman certificate are all incorrect.
